Project Support is the mostly used form of assistance by Technical and Financial Partners. As such, the cycle of externally funded projects shows similar aspects to the project cycle, which can be divided into three main phases, namely: (i) the project initiation phase, (ii) the funds mobilization phase and, (iii) the project implementation phase… DAD-Cameroon is a system which helps in the consolidation of data related to the Official Development Assistance (ODA) in Cameroon. ODA crucially requires cooperation projects. As such, ODA-related data, under the DAD system, are cooperation projects jointly financed. Data from a cooperation project, among others, include general information (goals, intervention areas, beneficiaries, duration, etc.), organizational information (funding agencies, executing agencies, etc.) and financial data (total cost, contribution of the funding agency, governmental counterpart…).

At the level of donor countries, it is worth noting that the deceleration of the economy, which has been observed, will be followed by that of  off-loan budgetary resources, and that their reduced resources will face numerous requests for financial assistance in favor of defaulting banking sectors and others ; in figures, the important financial supports granted to their banking system and enterprises victim of the economic recession may reduce their contribution, as far as official development assistance is concerned; such effect is so predictable that Cameroon must show evidences of internal capacities enough for the effective mobilization of support flows which are currently granted…Official development assistance (including donations) will from now be directed, in a large extent (at least 70%) towards the priority sectors of road infrastructure for the opening up of production basins, support to agricultural production, and the construction of other basic ad social service infrastructure, especially in Health and Education sectors. Following the Paris Declaration, the Government, while undertaking its leadership role, intends to use the GESP as a reference framework of partners’ interventions.

Elaborating the Growth and Employment Strategy Paper (GESP) provided the opportunity for a comprehensive review of all sector policies and strategies. In this way, officials of the various ministries were grouped under sectors determined by the functional nomenclature in force, for the purpose of assessing and providing the sectors, in consistence with the cross-sectional and global specifications retained, operational action items conforming to the design frame of Management by Objectives (MbO). Particularly, the sector strategy review corresponded to several demands: (i) aligning sector strategies on global specifications, (ii) intra-sector coherence, (iii) inter-sector coherence, and (iv) budgeting strategies… In elaborating the GESP, the choice of this methodology was guided by the determination of authorities to implement the Paris Declaration principles on the effectiveness of development assistance.

The Vision is a response to real aspirations of Cameroonians over a given period long enough to foresee structural adjustments. The Vision is faced with four major challenges: economic growth which is stagnating, increased population growth, rapid urbanization and poor governance… The Vision is built on a reference framework anchored on the four pillars… These pillars will be underpinned by an ambitious industrialization strategy, a private-sector promotion strategy, a good governance strategy with blueprint for a resource allocation strategy, a strategy for sub-regional, regional and international integration, a strategy for partnership and development assistance.

Official Development Assistance (ODA) represents an important part of resources allotted for programmes and projects executed in Cameroon. In this regard, it plays an essential role in social and economic development programmes. In order to reinforce the efficiency of mobilised external resources, the government undertook in priority to set up an Information Management System on Aid (IMSA). This tool, which is in line with the Paris Declaration Principles Implementation in Cameroon, shall provide real time information on the official development assistance in Cameroon…In addition to the Paris Declaration related concerns, the set up IMSA will help to :Reinforce cooperation projects implementation monitoring and evaluation;Set up a discussion platform for all parts involved in cooperation projects; Have a spatial vision of the distribution of cooperation projects in Cameroon; Possess statistical data pertaining to our cooperation portfolio’s projects implementation status; Reinforce the Public Investment Budget (PIB) development process; Improve the current external financing programming process; and Improve the current counterpart funds evaluation and management process.

We, ministers of developed and developing countries responsible for promoting development, and Heads of bilateral and multilateral development institutions, meeting in Paris on 2 March 2005, resolve to take far-reaching and monitorable actions to reform the ways we deliver and manage aid as we look ahead to the UN five-year review of the Millennium Declaration and the Millennium Development Goals (MDGs) later this year. As in Monterrey, we recognize that while the volumes of aid and other development resources must increase to achieve these goals, aid effectiveness must increase significantly as well to support partner country efforts to strengthen governance and improve development performance. This will be all the more important if existing and new bilateral and multilateral initiatives lead to significant further increases in aid.

The United Nations Development Assistance Framework (UNDAF) is one of the key instruments of the United Nations system (UNS) reforms. In that light, it describes the collective, coordinated, coherent and integrated answer of the UNS to national development priorities. In addition, it is the reference framework for UNS interventions in a country during the cooperation cycle… This paper is the fruit of a participatory process… The 2013 – 2017 UNDAF is based on the situational analysis carried out within the framework of the GESP, which analysis has been updated by a complementary study to consider recent information and statistics, as well as emerging themes. In line with the GESP, the UNDAF paper falls under three cooperation axes: i) Promoting a strong, sustainable and inclusive growth, ii) Promoting decent job opportunities, iii) Supporting governance and the strategic management of the State.
